Analysis

I think that the officials are collecting data of their citizens because they are trying to research about something, about the life of a human being. They want to know how humans die and if its possible to revive them again. The officials collect datas of their citizens by attaching devices of them even when they are sleeping. The officials are able the predict the citizens' movements and read their dreams(my book is a science fiction book).

A quote to support this analysis is on page 245, "I don't want to disturb the tubes in case the Society has an alarm system, so I crane my neck until I can see the information on the tube in the center of the middle row. HANOVER, MARCUS. KA. The first notation is name, clearly, and the second is the abbreviation for Kenya Province. Beneath the province, two dates and bar code have been engraved . These are samples of people,..."

In my opinion, the officials are collecting  datas in order to advance their knowledge of human beings or their citizens. This way they will be able to farther control and protect the movements and thinking of their citizens, even more than they are controlling them right now in the book.
